
Partnering for Impact: Fahe Celebrates Investment in Rural Healthcare and Economic Opportunity in Whitley County
On July 1, 2025, Fahe joined community and business leaders in Williamsburg, Kentucky to celebrate a milestone investment in rural prosperity and health equity. The event, hosted by Spectrum and HOPE Enterprises Corporation, marked the impact of a $1 million investment from the Spectrum Community Investment Loan Fund that is strengthening small business development and healthcare access in underserved communities. As a long-time partner in community development, Fahe was proud to join fellow CDFI HOPE and financing partner Spectrum in supporting Dayspring Health’s expansion—bringing essential healthcare services and more than 45 new jobs to Whitley County.
“Thanks to the generosity of Spectrum and the support from HOPE and Fahe, we’ve stepped in to meet the challenge of rural healthcare head-on,” said Larry Rector, CEO of Dayspring Health. “In the past year alone, we’ve provided over 40,000 patient visits and created dozens of new jobs—proof that real change is happening, and it’s happening right here in our community.”
The investment enabled Dayspring Health to develop a new state-of-the-art regional health center. This facility not only meets urgent local healthcare needs but also serves as an anchor institution in the area’s broader community revitalization.
Fahe’s role in the project reflects our mission to connect capital with local leaders to address the unique challenges of Central Appalachia. Fahe led the original financing for the construction loan and provided the permanent financing through the USDA Community Facilities Relending program. To make the deal work, Fahe’s Capital Team—led by Dwain Neeley—brought in fellow CDFI HOPE, Mountain Association, and private investor The Isenberg Family Charitable Foundation as participation partners on the construction loan, leveraging Spectrum’s investment to help move the project forward.
“This is exactly the kind of collaboration that strengthens our region,” said Fahe President Sara Morgan. “Fahe provided an initial $11.5M long term loan thanks to the USDA Community Facilities Relending program. Our team provided the initial capital to get Dayspring’s expansion off the ground, and by working with HOPE and Spectrum, we were able to bring new partners and resources to the table. Together, we’ve not only delivered a critical health facility, but also demonstrated the power of shared investment in rural opportunity.”

The July 1 celebration also featured a roundtable discussion on rural healthcare and telemedicine. State Senate President Robert Stivers joined community leaders to reflect on the importance of collaboration in expanding access to care and opportunity.
“This is a wonderful opportunity to recognize the promises made and promises delivered, thanks in part to Spectrum’s commitment to serving rural communities in Kentucky,” said President Stivers. “I’ve made healthcare access a priority and these opportunities to bring together small businesses truly benefit those who need the most help.”
